The Crazy Horse Memorial has been under construction since 1948. Some wonder if it will ever be complete. According to the guide, the next 5-10 year plan will include completion of Crazy Horses arm, hand and part of the horses mane.
This entire project is funded by contributions and visitor admittance. At one point the federal government offered to fund it but the offer was turned down. The monument sits on privately held land.
